Does anyone know - or can they point me to - instructions about how to create icons that consist of multiple pictures that rotate?

you need a gif maker, and you create the frames and put them together.

If you run higher versions of Photoshop (like 6 and above), I think there's a plug-in for making animated GIFs in there somewhere - but I'm not a hundred percent, since I just run 5 at home (to my great annoyance. Sssilly expensive software). :-(

Otherwise, you'll need to download a programme for animating GIFs, just like the previous poster said. My current favourite is the CoffeeCup GIF Animator (http://www.coffeecup.com/); it's easy to learn and simple to use. I've used it to make my brain mood theme, among other things...
